Over-the-Counter (OTC) Benefits
Getting started:
This benefit provides members with a quarterly allowance administered by Capital Blue Cross to purchase OTC health and wellness products.
Using this benefit:
Your My Flex Benefit Card will arrive activated. No additional action is required. Members can use it to purchase eligible healthcare items at participating retail stores or over the phone or online through MyFlexBenefitCard.com or the OTC-Anywhere app.
- Using a participating retailer provides you more choices and value for your allowance.
- Participating retailers include CVS, Dollar General, Giant, Family Dollar, Rite Aid, Walgreens, and Walmart. To find a participating retailer near you, call Capital Blue Cross at 855.643.8330 (TTY: 711) or visit the MyFlexBenefitCard.com.
- Refer to the tips on using your allowance at a participating retail location.
- For phone orders, call Capital Blue Cross at 855.643.8330 (TTY: 711).
- For online orders, go to MyFlexBenefitCard.com or use the OTC-Anywhere app to purchase items through the portal.
- You may also use the OTC-Anywhere app to check account balances and purchase items.
- Download the OTC-Anywhere app on your mobile device through the App store or Google Play to access your account and find participating retailers.
Tips when shopping at a participating retailer:
- When visiting a participating retailer, the member chooses their OTC items, swipes their My Flex Benefit Card at checkout, and the allowance will automatically go toward all qualifying OTC items in their purchase, up to their card balance amount.
- Please select “credit” when checking out. You will not receive a PIN and all debit transactions will be declined.
- For purchases totaling more than the quarterly allowance or card balance, a second form of payment must be used for the remaining balance.
- Refunds and exchanges should be returned to the retail location where purchased. If a return is accepted, a refund will be received back onto the My Flex Benefit Card.
Eligible products:
Purchase a variety of OTC medications and health and wellness products with the OTC benefit.
Examples of eligible care items:
- Oral care products (toothpaste and dental floss).
- Eye care (OTC eyedrops).
- First aid supplies.
- Heating pads.
- Blood pressure cuffs.
- Safety and fall prevention aids.
- Compression and supportive items.
- Incontinence supplies.
OTC items are not eligible if they are normally used for general health, are not used to treat a medical condition (e.g. lotion, shampoo (except for products used to treat dandruff), toilet paper, lip balm) or are cosmetic in nature (e.g. teeth whitening products, wrinkle reducers).

Use OTC-Anywhere app on a mobile device. Download the OTC-Anywhere app on your mobile device through the App store or Google Play to access your account and find participating retailers. The app allows members to scan items in-store to identify whether an item is eligible for this program.
Online orders and shipping:
- Place an order through Capital Blue Cross online through MyFlexBenefitCard.com online or through the OTC-Anywhere app and have items shipped directly to your home at no additional cost. There is a minimum $30 requirement for online orders.
- To order by phone, call 855.643.8330 (TTY: 711).
- Orders placed through Capital Blue Cross will be delivered via FedEx.
- Sign up for text or email alerts, or can or visit the OTC-Anywhere app, or MyFlexBenefitCard.com to check your order status and tracking information.
- Orders can be shipped anywhere in the U.S., including Hawaii.
- If traveling, the shipping address can be changed at checkout for each order.
- Cancel orders any time prior to shipping by calling Capital Blue Cross at 855.643.8330 (TTY: 711) or cancel orders online at MyFlexBenefitCard.com within one hour after the order is placed.
Reloading funds:
- The quarterly allowance will automatically be loaded onto the My Flex Benefit Card on the first day of each quarter (January 1, April 1, July 1, and October 1).
- Unused allowances will not be carried over from one quarter to the next quarter.
- Check the balance of available funds by logging into MyFlexBenefitCard.com or the OTC-Anywhere app.

OTC items may only be purchased for the enrollee; it is prohibited to purchase supplies for family members, and friends. The following supplies are not covered as they are non-eligible supplies: alternative medicines (includes botanicals, herbals, probiotics homeopathic, and neutraceuticals), baby supplies, contraceptives, convenience and comfort supplies (insoles, gloves, etc.), cosmetics, food products or supplements, replacement and attachments such as contact lens containers or batteries. To minimize mailing costs the plan may impose a limited ordering quantity per purchase. This list is subject to change. This benefit is only available if your plan offers the OTC service as a benefit. Please consult with your doctor before using any OTC products. All OTC supplies are generic comparable of brand item. Any branded item may be substituted for its generic comparable based on availability. All items are shipped based on manufacturer availability. All items may not be available all the time. If generic item is not acceptable, plan will not ship brand name item. For all people who have diabetes (insulin and non-insulin users) supplies to monitor your blood glucose: blood glucose monitor, blood glucose test strips, lancet devices and lancets, and glucose-control solutions for checking the accuracy of test strips and monitors are available through the Plan Prescription Mail-Order Service by calling Capital Blue Cross Member Services. Authorization and/or a prescription may be required from a physician.
Please allow seven to ten business days to receive your order from the time the order is placed.
Limitations and restrictions may apply. Benefits may change on January 1 of each year.
